What is the difference between eligibility and merit in jobs?

Eligibility determines whether a candidate meets the basic requirements of a vacancy, such as qualification, age, experience and domicile. Merit is used to rank eligible candidates according to the selection criteria. Meeting the eligibility requirements does not automatically guarantee selection.
